South Africa awards $667 million HIV drugs supply contract

JOHANNESBURG (Reuters) - South Africa on Thursday awarded a $667 million contract to supply life-prolonging HIV medicine to 12 international and domestic firms, to deal with its biggest health problem.

Companies that include Aspen Pharmacare, Abbott Laboratories and Adcock Ingram would share the contract, the health department said.

The 5.9 billion rand ($667 million) contract, effective from April next year, aims to increase the number of people on treatment by nearly 50 percent, to 2.5 million next year.

South Africa has nearly 6 million people infected with HIV -- one of the heaviest caseloads in the world. It also has one of largest treatment programs.

But drug makers are unlikely to rake in big profits from the government award, analysts have said, given the stiff competition in the bidding.

The health department said it saved 2.2 billion rand on the new contract, which it initially expected it would cost 8.1 billion rand.

Aspen Pharmacare, the country's biggest generic drugs maker, was awarded 20 percent of the contract while its closest domestic rival, Adcock Ingram was given 14 percent, the health department said.

Other contracts winners included Chicago-based Abbott Laboratories with 8.1 percent, and domestic firm Cipla Medpro with 9 percent.

Scientists identify depression and anxiety biomarker in youths

ScienceDaily (Nov. 28, 2012) ? Scientists have discovered a cognitive biomarker -- a biological indicator of a disease -- for young adolescents who are at high risk of developing depression and anxiety. Their findings were published today, 28 November, in the journal PLOS ONE.

The test for the unique cognitive biomarker, which can be done on a computer, could be used as an inexpensive tool to screen adolescents for common emotional mental illnesses. As the cognitive biomarker may appear prior to the symptoms of depression and anxiety, early intervention (which has proven to be one of the most effective ways of combatting mental illness) could then be initiated.

For the study, 15-18 year old participants underwent genetic testing and environmental assessment, an exercise which would currently be too expensive and take too long to use as a widespread method of screening. The adolescents were then given a computer test to gauge how they process emotional information. The test had the participants evaluate whether words were positive, negative or neutral (examples included 'joyful' for positive, 'failure' for negative, and 'range' for neutral).

Those adolescents with a variation of one gene (the short form of the serotonin transporter) as well as exposure to intermittent family arguments for longer than six months and violence between parents before the age of six were shown to have marked difficulty in evaluating the emotion within the words, indicating an inability to process emotional information. Previous research associated a maladjusted perception and response to emotions, as seen here, with a significantly increased risk of depression and anxiety.

Professor Ian Goodyer, Principal Investigator on the study from the University of Cambridge, said: "Whether we succumb to anxiety and depression depends in part on our tendencies to think well or poorly of ourselves at troubled times. How it comes about that some people see the 'glass half full' and think positively whereas other see the 'glass half empty' and think negatively about themselves at times of stress is not known.

"The evidence is that both our genes and our early childhood experiences contribute to such personal thinking styles. Before there are any clinical symptoms of depression or anxiety, this test reveals a deficient ability to efficiently and effectively perceive emotion processes in some teenagers -- a biomarker for low resilience which may lead to mental illnesses."

The scientists hope that their research could lead to developing inexpensive cognitive tests to screen for these illnesses, particularly in people identified as being at high social and genetic risk.

Dr Matthew Owens from the University of Cambridge added: "Having difficulty in processing emotions is likely to contribute to misunderstanding other people's intentions and can make individuals emotionally vulnerable. This research opens up the possibility of identifying individuals at greatest risk and helping them with techniques to process emotions more easily or training them to respond more adaptively to negative feedback."

Professor Goodyer further stated: "These types of cognitive biomarker can also be used to aid therapeutics by helping to determine which treatments are likely to work best for types of depressions and anxiety disorders. This is important, as although we have good treatments we do not yet know what works best for whom."

Professor Barbara Sahakian, a co-author on the paper from the Department of Psychiatry at the University of Cambridge said: "The way we perceive and respond to emotions affects our resilience and whether we succumb to depression and other maladaptive ways of thinking. Using the biomarker identified in this study, it is possible to develop a screening programme to identify those at greatest risk."

Mental health problems are common in young people with approximately 10% of children (aged 5-16 years old) in Great Britain being assessed as having a mental disorder of some kind including conduct disorder, emotional disorder or hyperactivity. In addition, adolescence is a critical period for the development of depressions.

US Commercial Real Estate Market Improving

The National Association of Realtors (NAR) is giving a thumbs up for improved fundamentals in the U.S. commercial property market. The positive marks are predicated on the avoidance of the fiscal cliff and modest job creation that many hope will come with the recovering economy. Vacancy rates are expected to decline while build rates should grow to accommodate the increased demand. NAR specialists say the expected growth will be slow, however, with multifamily housing leading the charge. Most of the major commercial real estate sectors in the United States show gradually improving fundamentals, according to the latest property forecast report from the National Association of Realtors.

They are easily absorbing the relatively small amount of new space that is coming online, with a full recovery already in the multifamily market, it says, as market slowly build momentum.

Job creation is the key to increasing demand in the commercial real estate sectors, according to Lawrence Yun, NAR chief economist. ?The economy is expected to grow 2.5% next year, and with modest job creation, assuming there is no fiscal cliff, the demand for commercial space will gradually rise. The greatest friction that remains is a tight credit environment, notably for smaller properties,? he explained.

Vacancy rates over the next four quarters are forecast to decline 1% in the office market, 0.6% in industrial, 0.2% in retail and 0.1% in multifamily. However, NAR points out that multifamily has the tightest availability and is experiencing the strongest rent increases, well above the rate of inflation.

?The primary factor holding back greater job creation has been uncertainty over regulations and associated costs. With the elections behind us and Washington apparently resolved to prevent a fiscal cliff, it's hoped that ambiguity over regulatory issues will clear relatively soon so employers can understand the rules of the game and the layout of the field,? added Yun.

NAR's latest Commercial Real Estate Outlook offers projections for four major commercial sectors and analyzes quarterly data in the office, industrial, retail and multifamily markets.

Vacancy rates in the office sector are projected to fall from an estimated 16.7% in the fourth quarter to 15.7% in the fourth quarter of 2013. The markets with the lowest office vacancy rates presently are Washington, D.C. with a vacancy rate of 9.6%, New York City at 10.1% and New Orleans at 12.9%.

Office rent is expected to increase 2% this year and 2.5% in 2013. Net absorption of office space in the US, which includes the leasing of new space coming on the market as well as space in existing properties, is likely to total 21.7 million square feet in 2012 and 49.0 million next year.

NAR says that industrial vacancy rates should decline from 10.1% in the fourth quarter of this year to 9.5% in the fourth quarter of 2013. The areas with the lowest industrial vacancy rates currently are Orange County, California with a vacancy rate of 4.3%, Los Angeles at 4.4% and Miami at 6.5%.

Annual industrial rent is forecast to rise 1.7% in 2012 and 2.2% next year. Net absorption of industrial space nationally will probably total 93.4 million square feet this year and 89.6 million in 2013.

Retail vacancy rates are expected to ease from 10.8% in the fourth quarter to 10.6% in the fourth quarter of 2013. Presently, markets with the lowest retail vacancy rates include San Francisco and Fairfield County, Connecticut, both at 3.9%, Long Island, New York at 5.1% and Orange County, California, at 5.4%.

Average retail rent should increase 0.8% this year and 1.4% in 2013. Net absorption of retail space is estimated to be 9.1 million square feet this year and 19.8 million in 2013.

The apartment rental market, known as multifamily housing, is projected to see vacancy rates decline from 4% in the fourth quarter to 3.9% in the fourth quarter of 2013. Vacancy rates below 5% are considered a landlord's market with demand justifying higher rents.

Areas with the lowest multifamily vacancy rates currently are Portland, Oregon, at 2.1%, New York City at 2.2% and Minneapolis at 2.3%.

Average apartment rent should increase 4.1% in 2012 and another 4.6% next year. Multifamily net absorption is likely to be 219,700 units this year and 234,600 in 2013.

Crane bursts into flames, collapses on building in Australia

TODAY's Natalie Morales takes a look at video showing the biggest crane in Sydney, Australia, engulfed in flames then crashing down onto a nearby building. Thankfully, nobody was injured in the ordeal.

A 210-foot crane burst into flames and its arm then crashed onto a university building in Australia Tuesday as people fled.

Video footage showed flames engulfing the engine and cabin of the crane.

It was the second crane collapse involving multinational construction company Lend Lease. It currently is being sued by two dentists over the collapse of a crane on a 90-story luxury apartment building in New York City during superstorm Sandy.

The University of Technology Sydney said in a statement that the crane caught fire shortly before 10 a.m. local time (10 p.m. ET).

The university said no one was hurt with students and staff evacuating buildings in the affected areas. It added it was working with Lend Lease and the authorities ?to assess the safety of the site and surrounding area.?

Fire crews quickly withdrawn
Fire & Rescue NSW said in a statement that ?a crane driver and a second worker in the cabin evacuated soon after firefighters arrived as the fire spread from the engine to engulf the cabin.?

Fire crews were ?quickly withdrawn when the fire started to destabilize the crane?s structural integrity and its fly boom [the crane arm] collapsed,? the statement said.

About 200 people were evacuated from the area and a 0.6-mile exclusion zone was set up.

On Oct. 29, during superstorm Sandy, a crane operated by Lend Lease collapsed on the One57 building, which includes a number of expensive apartments and a number of businesses.

Earlier this month, Reuters reported that two dentists with offices near the building had filed a lawsuit against Lend Lease and other companies involved, saying they had been forced to close as the area was evacuated.

Police have evacuated the upper floors of buildings near a luxury high-rise on West 57th St. in New York City as damaged crane dangled precariously from what is slated to be Manhattan's tallest residential tower. NBC's Rehema Ellis reports.

The lawsuit, filed in U.S. District Court in Manhattan, said Lend Lease was negligent because it failed to make sure the crane was properly secured before the storm.

"The crane collapse and the ensuing week-long evacuation was a direct result of defendants' failure to prepare, maintain, operate, and secure the crane to withstand the winds of the widely anticipated Hurricane Sandy," the lawsuit said.

There was no response to calls placed with Lend Lease offices in London, U.K., and New York Tuesday.

The British trade magazine Building?s website (requires registration) quoted a Lend Lease spokesperson as saying the crane collapses in Sydney and New York were ?completely unrelated.?

?No one has been injured as a result of the incident,? the spokesperson said, referring to the Sydney collapse. ?Lend Lease is working closely with emergency services and relevant authorities to manage the incident.?

A parade-goer watching the Macy's Thanksgiving Day Parade on New York's Upper West Side noticed that the confetti that fell on him and some friends contained what appeared to be confidential personal information about Nassau County Police Department employees, including names, addresses, Social Security numbers, bank routing numbers?even references to Mitt Romney's motorcade during last month's presidential debate at Hofstra University.

Ethan Finkelstein, a Tufts University freshman who was home on Thanksgiving break, showed WPIX-TV some of the confetti, which led to a police investigation.

"I'm just completely in shock," Finkelstein said. "How could someone have this kind of information, and how could it be distributed at the Thanksgiving Day parade?"

"The Nassau County Police Department is very concerned about this situation," Nassau County Police Inspector Kenneth Lack said in a statement. "We will be conducting an investigation into this matter as well as reviewing our procedures for the disposing of sensitive documents."

Macy's, for its part, maintains that the confetti it used during the parade did not include badly shredded police documents.

"[We use] commercially manufactured, multicolor confetti," a spokesperson for Macy's told the network, "not shredded paper."

Novel power system for space travel tested

ScienceDaily (Nov. 26, 2012) ? A team of researchers, including engineers from Los Alamos National Laboratory, has demonstrated a new concept for a reliable nuclear reactor that could be used on space flights.

The research team recently demonstrated the first use of a heat pipe to cool a small nuclear reactor and power a Stirling engine at the Nevada National Security Site's Device Assembly Facility near Las Vegas. The Demonstration Using Flattop Fissions (DUFF) experiment produced 24 watts of electricity. A team of engineers from Los Alamos, the NASA Glenn Research Center and National Security Technologies LLC (NSTec) conducted the experiment.

Heat pipe technology was invented at Los Alamos in 1963. A heat pipe is a sealed tube with an internal fluid that can efficiently transfer heat produced by a reactor with no moving parts. A Stirling engine is a relatively simple closed-loop engine that converts heat energy into electrical power using a pressurized gas to move a piston. Using the two devices in tandem allowed for creation of a simple, reliable electric power supply that can be adapted for space applications.

Researchers configured DUFF on an existing experiment, known as Flattop, to allow for a water-based heat pipe to extract heat from uranium. Heat from the fission reaction was transferred to a pair of free-piston Stirling engines manufactured by Sunpower Inc., based in Athens Ohio. Engineers from NASA Glenn designed and built the heat pipe and Stirling assembly and operated the engines during the experiment. Los Alamos nuclear engineers operated the Flattop assembly under authorization from the National Nuclear Security Administration (NNSA).

DUFF is the first demonstration of a space nuclear reactor system to produce electricity in the United States since 1965, and the experiment confirms basic nuclear reactor physics and heat transfer for a simple, reliable space power system.

"The nuclear characteristics and thermal power level of the experiment are remarkably similar to our space reactor flight concept," said Los Alamos engineer David Poston. "The biggest difference between DUFF and a possible flight system is that the Stirling input temperature would need to be hotter to attain the required efficiency and power output needed for space missions."

"The heat pipe and Stirling engine used in this test are meant to represent one module that could be used in a space system," said Marc Gibson of NASA Glenn. "A flight system might use several modules to produce approximately one kilowatt of electricity."

Current space missions typically use power supplies that generate about the same amount of electricity as one or two household light bulbs. The availability of more power could potentially boost the speed with which mission data is transmitted back to Earth, or increase the number of instruments that could be operated at the same time aboard a spacecraft.

"A small, simple, lightweight fission power system could lead to a new and enhanced capability for space science and exploration," said Los Alamos project lead Patrick McClure. "We hope that this proof of concept will soon move us from the old-frontier of Nevada to the new-frontier of outer space."

Los Alamos research on the project was made possible through Los Alamos's Laboratory-Directed Research and Development Program (LDRD), which is funded by a small percentage of the Laboratory's overall budget to invest in new or cutting-edge research. NASA Glenn and NSTec also used internal support to fund their contributions to the experiment.

"Perhaps one of the more important aspects of this experiment is that it was taken from concept to completion in 6 months for less than a million dollars," said Los Alamos engineer David Dixon. "We wanted to show that with a tightly-knit and focused team, it is possible to successfully perform practical reactor testing."

High percentages of students in their final year of study are planning to seek employment in industries where there are already too many workers and not enough jobs.

The Government says their expectations need to be adjusted if we want to avoid growing the demand for skilled workers in areas such as engineering and IT.

Direction shouldn?t be left up to the ?all-knowing career advisers? to influence students and their families, according to the Minister for Tertiary Education, skills and employment, Steven Joyce.

The Graduate Longitudinal Study asked students from New Zealand?s eight universities what areas they would seek employment in if doing so within the next two years.

The top two industries were education and training, 21.9 per cent, and health care and medical, 16 per cent ? areas where there is a strong demand for skilled workers, according to Immigration New Zealand?s Long Term Skill Shortage List.

But also in the top 10 were marketing and communications, 8.8 per cent, environment and conservation, 7.5 per cent, community services and development, 7.4 per cent, and the arts, 6.8 per cent ? fields where there is an abundance of talent but not enough jobs. ?We have to adjust some of those expectations and aspirations,? Mr Joyce said.

?Frankly, that?s not just a Government thing, that?s a societal thing.?

Engineering, an area crying out for more workers as Christchurch undergoes a city rebuild and other regions undergo major projects, only had 4.4 per cent interest.

IT, hospitality, farming and transport also sparked lesser interest but were industries featured on the Government skills shortage list.

Professor Richie Poulton, lead researcher on the study, said the same students would be surveyed next year ? two years after graduation ? to see whether they were employed in their field of study. They would be followed up in five and 10 years? time.

The study replaced data collected by Universities New Zealand ? Te Pokai Tara ? which is responsible for university programmes ? after it stopped collecting employment outcomes for recent graduates in 2008 because of low response rates.

It is carried out by the National Centre for Lifecourse Research, a multi-university group headquartered at the University of Otago, and commissioned by Universities NZ with funding from the Government?s Tertiary Education Commission.

Most universities spoken to by the?Herald said they did not hold data on student employment outcomes after graduation.

(AP) ? Rebels widely believed to be backed by Rwanda and Uganda held their positions in this key eastern Congolese city that they seized last week, letting a midnight deadline for their withdrawal expire in the early hours of Tuesday.

Trucks loaded with fighters belonging to the eight-month-old M23 rebel group patrolled the empty streets of this regional capital, as the ultimatum issued by the regional bloc representing nations in the Great Lakes region of Central Africa came to an end. Earlier in the day, the rebels announced that they plan to move their headquarters to this city of 1 million later this week, another sign that they do not intend to respect the demands of mediators.

For the first time since the fall of Goma eight days ago, the Congolese government acknowledged that it had entered talks with the rebels who handed Congo's military its most humiliating defeat since Goma was last overrun by fighters nearly a decade ago. The two sides were meeting in Kampala, the capital of neighboring Uganda. On Monday, the head of the M23 rebels confirmed that he was en route to Uganda to join in the negotiations.

"We are still waiting to hear about the outcome of the meetings in Kampala. We should receive a document about it tomorrow. The president (of the M23) came back this evening. But given that we do not know what is asked of us we did not move out of our positions," said Bertrand Bisimwa, spokesman for M23's political branch.

As the deadline loomed, the Congolese military appeared to be regrouping in the town of Minova, 60 kilometers (36 miles) to the south, but they appeared disorganized and not in position to launch an immediate assault on Goma. It has left residents on tenterhooks, worrying that they will be caught in the crossfire between rebel and government forces.

Congolese Prime Minister Augustin Matata Ponyo confirmed that President Joseph Kabila had met in recent days with the rebels in Kampala. He said that the government is leaning toward "the avenue of dialogue and peace," suggesting that it is unlikely that the military will try to take Goma by force if the ultimatum is not respected.

"Any action to take back the city of Goma by force will without doubt result in enormous human loss," said Matata Ponyo in a telephone interview with The Associated Press on Monday. "President Kabila is giving priority to the road that will lead to the least loss," he said. But he added: "I think (the rebels) will abide by it (the ultimatum)."

The deadline was issued by the International Conference for the Great Lakes Region on Saturday and gave the M23 rebels two days to retreat to 20 kilometers (12 miles) outside of Goma. It expired at midnight on Monday night.

The regional group is attempting to negotiate an end to the fighting, but it did not threaten any consequences if the rebels don't depart. Uganda and Rwanda belong to the group and they are hardly neutral. Both countries back the rebels, according to a U.N. report released last week, and they would be unlikely to go to war with M23 over the seizure of Goma.

Residents fear that if the Congo army attempts to regain Goma, there will be bitter fighting.

"I am worried the fighting will come back to Goma soon if the army attacks again. Last week, we were so scared. I don't want to go through that again," said Amani Zaliwa, a Goma resident.

In the hours before the midnight ultimatum, armed M23 rebels could be seen driving slowly in a Land Cruiser past United Nations troops stationed at traffic circles in downtown Goma. Others carried out foot patrols on the main arteries. The U.N., which has hundreds of peacekeeping troops stationed in Goma, did little to halt the rebels' advance into the city a week ago, saying that the U.N. mandate did not allow them to engage the fighters.

Tens of thousands of Congolese have fled to refugee camps for safety. Aid organizations struggled to provide them with food and supplies. When a rainstorm hit the Munguna-3 camp, about 7 miles (11 kilometers) south of Goma, children held out their hands to catch the water and drink it. They were quickly imitated by adults.

M23 is made up of hundreds of soldiers who deserted the Congolese army in April. The rebels accuse Congo's government of failing to honor the terms of a 2009 peace deal that incorporated them into the national army.

Matata Ponyo said that the Congolese president agreed to meet with the rebels in order to hear their demands and in a good faith effort to avoid bloodshed. In the early months of the rebellion, the M23 said that the Congolese government had not paid them well, and had discriminated against people from the Tutsi ethnicity, which makes up the bulk of their ranks. A U.N. report released last week, however, said that the rebels were backed by Rwanda, and to a lesser extent Uganda, and most likely were fighting for a greater share of Congo's mineral riches.

Matata Ponyo said that things like greater pay are on the table, but Congo's territorial integrity is off limits.

"These are borders that were drawn in Berlin in 1885. More than 100 years have passed ? no. It's not negotiable," he said.

(AP) ? It is the most impassioned day of the year for Shiite Muslims ? Ashoura, when one of the faith's most revered figures, Imam Hussein, was martyred in battle. Hundreds of thousands of Shiites who flocked to his resplendent, gold-domed shrine to commemorate him Saturday found the site has radically changed.

The shrine of Imam Hussein, the grandson of the Prophet Muhammad, is seeing its most extensive renovation since the 17th century. The construction is part of a push by Iraq's Shiite rulers to reinvigorate sacred shrines long neglected under former dictator Saddam Hussein, reflecting the community's steadily growing pride and power since the fall of their nemesis.

Now worshippers find the shrines' minarets coated in gold and ? in the most dramatic change ? the sweeping plaza surrounding the mosque has been covered over with a series of domes to provide shade from the hot sun in the desert city of Karbala.

Not everyone is happy with the changes. Five experts on the shrine, including three who advised on individual parts of the renovation, say the drama of the shrine has been lost.

The covering of the once-open plaza, they argue, ruined the visual experience. Pilgrims no longer can see the awe-striking view of the mosque as they pass through the sprawling, light-filled plaza, then into the dazzlingly colorful mosque, finally reaching their ultimate destination: Hussein's richly ornate tomb, they said.

"They sacrificed considerations of Islamic architecture to do it," said Haider Naji, one of the experts.

On Saturday, throngs of Shiites who came from across the country ? some marching for miles on foot in processions ? converged on the shrine, one of the holiest sites of the faith. Men cloaked in black beat giant drums, youths blew military-style bugles, and others carried platters of sweets to sustain energy, decorated with dyed pink and blue feathers.

Outside the shrine, the crowds held Ashoura's blood-soaked, emotional pageantry of grief. Men and boys dressed in white burial shrouds ? to show their willingness to die for Hussein ? whipped their backs with chains and cut their heads with knives, drenching themselves in blood to mourn his loss. Men and women wailed in mourning, breaking down into tears.

Others dressed as the historic figures from the 7th century battle ? Hussein, in green, and his enemies, in red, with turbans decked with feather plumes, leather battle vests and swords. A fountain of fake red blood bubbled before the shrine. A horse covered with a sheet stained red was led through the crowds, representing Hussein's white steed Zuljanah, which is said to have been riddled by arrows as it tried to shield its wounded master.

Ashoura marks the martyrdom of Hussein in a battle at Karbala in the deserts south of present-day Baghdad. The event is one of the defining moments in the split between the Sunni and Shiite sects of Islam.

Shiites believe Hussain's father Imam Ali was Muhammad's rightful successor and that was he unfairly passed over by the caliphs considered by Sunnis as the rightful line. Hussein led a revolt against the Damascus-based Sunni caliph, who sent an army that crushed Hussein's small band of fighters at Karbala.

In commemorations for Ashoura held by Shiites around the world Saturday, details of the battle are retold or recreated in passion plays that bring wails of sorrow and pity from the crowds.

The stories are deeply engrained in Shiites' consciousness. The agonizing thirst of Hussein's wife and children in the desert after the besieging enemy stopped their water supply. The heroic, doomed attempt to bring them water by Hussein's half-brother al-Abbas, who ? even after the enemy cut off his arms ? rode gripping the water-skin in his teeth until he died in a hail of arrows. The killing of Hussein's loyalists one by one until Hussein was alone, wounded and finally beheaded.

So strong are the passions that onlookers sometimes stone the actor playing Hussein's killer, Shimr. At a Baghdad shrine on Saturday, the play's "Shimr" broke character to weepingly ask the audience's forgiveness, pleading that someone had to take the role.

The day has often been a chance for Sunni militants to attack Shiites, whom they see as heretics. Iraq has seen repeated deadly bombings against Ashoura ceremonies in past years, though there were no immediate reports of violence this year. In Pakistan's tribal region on Saturday, a bomb blast struck an Ashoura procession, killing seven people, including three children.

The renovations at the shrine in Karbala are the latest evolution in what was once the austere, tree-marked grave of Hussein. Over the centuries, it became more ostentatious, culminating in the shrine built in the 17th century by artisans from the nearby Persian Safavid empire, according to Ghada Razouki, an expert in medieval Islamic architecture.

Under the shrine's gold-plated dome, Hussein's sarcophagus is drenched five tons of silver and 120 kilograms (260 pounds) of engraved gold. The mosque is etched inside and out with geometrical designs, verses from the Quran and the names of Muhammad's family in green, blue and yellow. The current renovations, launched in 2005, aim to provide more room to crowds reaching some two million pilgrims, said Sheik Salah al-Haydari, head of the Shiite Muslim endowment, which has overall control of Iraq's Shiite shrines.

The plaza that surrounds the shrine has been covered over with the domed roof and will be expanded four-fold to 24,000 square meters (260,000 square feet) by 2013, said Mohammed Kadhem, who is leading the $50 million project. One extension of 6,000 square meters (65,000 square feet) has been completed.

The ancient wall surrounding the shrine has been replaced with multi-level buildings with extra prayer spaces, offices and a museum. The shrine's minarets were coated in gold.

Al-Haydari countered the criticisms, saying, "We are continuing the architectural style that is there, like a river continuing its path."

To recreate the dramatic open space around the shrine, urban planners reviving Karbala's old city will increase plaza space outside the site's gates, said Mohammed al-Assam of Dewan Architects.

Shiite officials are also renovating the shrine of al-Abbas next to Hussein's, that of Imam Ali in neighboring Najaf, and the shrine of his descendants in Baghdad.

The rush to improve the shrines became more determined after al-Qaeda militants in 2006 blew up the golden dome of a shrine in Samarra, north of Baghdad. The destruction of the al-Askari shrine ? now rebuilt ? underscored to Shiite officials the need to rebuild and glorify their shrines to demonstrate their growing power.

"Shiite areas are now in the hands of Shiites. What is happening is natural and it shows their control," said analyst Hadi Jalo.

In contrast to the architects, worshippers aid the changes to the once-neglected shrine should have been even grander.
